No way of cleaning it, just replace it if its bad - adjust if its slightly out of spec.

Should be below 0.99 volts at idle, usually anywhere between 0.7 - 0.99 volts is acceptable. When the throttle is opened, you should see it go up to almost 5 volts, using a graphing multimeter it should produce a smooth transition depending on its position - any gaps or dropouts in voltage is no good. Check the 5 volt reference on one wire, good ground on another .. the third wire is the signal that goes back to the PCM, this is what the PCM reads, so you can check it at the TPS, and also at the PCM itself to verify there are no issues with the signal wire going back to the PCM.
