Whats the maximum HP/Torque a stock crank can handle for a T-Bird vs. a 4.6L Mustang Cobra forged Steel crank with the 8 bolt flywheel?

The crank isn't what fails. What happens is the crank flexes, and causes more stress on the connecting rods, which fail. A power figure is hard to put down on paper, but it is evident that revving over ~6100rpms greatly increases the risk of the rods failing.

All cobra cranks are 8 bolt, but not all 8 bolt cranks are cobra cranks.

Thanks for the info, I think I'll go with the Cobra crank.... Forged steel somehow seems more appealing to me. Some day I will be able to take this to the strip and do about 9 secs, or close at least...
