As I start my car the CEL blinks on and off, and sometimes when it starts the light is completely off, however it should be on.

Your MIL (malfunction indication light) also known as the check engine light receives its signal from the PCM which will illuminate the MIL when it sences a problem. You need to have the code read to find your problem. I would start by going to an Auto Zone to have them read the code for you around here they can only read the code but they will not reset or turn off the MIL and they do it for free. This will give you a place to start your trouble shooting.

To clarify what the CEL should do at turn on:

When you turn the key to ON (KOEO), the CEL should be steadily lit. If there aren't any stored codes that trigger a CEL, he moment you turn the key to START, the CEL should go off. If there are any codes stored that trigger a CEL, the light will either stay on throughout the whole process or it will turn off when you turn the key to START and then come on once the engine is running.
