Every time I go to wash my car, more paint chips off every time, and I get lil black specs of paint while washing. I want to know how I can remove this piece, and if it can be re-painted, and what paint I have to use to do it. And how exactly I'd go about doing it too. Piece right below the back window, above the trunk

(strip it, sand it, paint it, clear coat it?)

It's actually a rubberized coating that's on it. The sun has probably beaten that thing to death and the dried up rubber is falling off little by little. You can strip it all off and paint it, yes. There's clips holding it on that are accesible when the trunk is open. Look at the bottom of that trim piece when the trunk is up.

I would look into replacing it with a brand new one. I think you can get the upper and lower pieces from the Ford Parts Counter for under $50.
