How am I supposed to check The oil clearance between the bearings and the crank if the bolts are tty? If I torque my new bolts down then they will be no good if I remove them correct?

Don't torque them all the way. When you tighten a bolt, it stretches a little bit, and a torque to yield bolt is one that, once stretched beyond a certain point, will not return to it's normal length. If you tighten the bolts, but don't go the last 90 degree turn, then the main caps will be held in place to check your clearance, but the bolt will not have been stretched past the yield point, so you will be able to remove and reinstall it as many times as you need to to check everything, and then on final assembly make sure to torque them as specified so that they will stretch properly and maintain the right clamping force.
