I looked through the EVTM for anything related to EVAP. The manual is for my 97, hopefully it isn't too dissimilar from your 96. Hopefully this is what you need, or if not helps out a little:

My best guess would be the solenoid. And that's all it is, a guess. If the solenoid is staying closed and your fuel vapors are stuck I'm inclined to think the sensor is seeing that as well as the lack of return voltage due to solenoid response (or something similar) and the computer is interpreting it as a failing solenoid. The definition of the code could also indicate a fault in the wiring to the solenoid itself somewhere, so it might be worth making a quick check for shorts and maybe even looking for voltage at the connector.
