What is there on a 4.6 Police Interceptor (P71) motor that is desirable for the 94 4.6 in the way of upgrades?

What year? The engine is the same as a Tbird for the same year model. The upper intake is swapped around though.

From what I recall, all police cars had the same motor as the production vehicles of the same year. The difference was in the suspension, gears, etc.

Didnt they also have a reprogramed ECU as well?

Yeah but unless you have a CV or GM you can't use it.
The transmissions are different. They have a long output shaft and tailshaft housing. Won't work on our cars either. Other than that they are internally the same. There is no difference in the engines at all from a civilian CV or from the same year (insert car here) with a 4.6
Unless you have a 99-00 Mustang GT that is. Those are better.

OK

But would a 2002-2003 Police CV be a donor of any value to upgrade a 1994 T Bird in any way?

Yes--better cams, better heads and a better intake. It should add 40-50 hp or so once you get it tuned. But you'll need to make a few other changes too, like swapping over to the 96-97 Thunderbird fuel line from the filter forward.

The CV PI's EEC only increases shift pressures and slightly raises the shift points and speed limiter. When reprogrammed this doesn't matter since these will be changed making it just like any other CV performance program.

you forgot the all important fact that doesn't matter

the newer po-po packages had reinforced bracing around the fuel tank so it wouldn't explode like a pinto when hit from the rear
