Well, maybe that's a dumb question, but it seems like my radiator fluid would lower. Over a week or two, it would go down almost an inch. Sometimes I would see what looked to be dried "fluid" kinda sprayed away from the cap hitting the valve cover.

Could the radiator cap on the overflow tank be allowing a minute spray out but still allow the system to function normally?

That likely means it either isn't sealing properly, or is going over 16 psi and venting. Whoever owned my 97 before me was "cap tightening impaired" and everything with a cap was toast. I bought a parts store pressure relief cap and it sucked just as bad as the screwed up one, then got one from Ford and it wasn't OEM but a ton better. I no longer have streams of coolant down the coolant reservoir.
