So, I have a 3.8L LTD - 83' - Very similar to a t-bird or cougar.

I want to make it handle better - just make it a bit more tight.
I want to put some sway bars on it, and maybe a strut tower brace under the hood.

Frankly though, I'm lost

Where should I go? What should I buy?

What about suspension components like springs, shocks, etc...?

Thing is this has to be cost effective...
I can't have an extremely expensive project going on.

I wish I'd bought saleen parts when they still made the fox body kits...

If cost is #1 and better handling #2, then I suggest you replace all the bushings with OEM bushings and new ball joints. Try RockAuto and/or a local parts supplier for those.
Also get the best shocks you can find.

It really is amazing, how an old car will drive like a new car, after having the suspension re-bulit.

Yes, the LTD was a foxbody.
As was the cougar, and the thunderbird...

As far as OEM, the car only has about 141,000km's (approx. 84,600miles) on it -
It's not the car that's really the problem, rather it's just I want it to be more level with the help of sway bar, or something. Less body roll. it's not too bad now, but of course there is room for some improvement.
I also would like to stiffen it up if I could, make it feel a bit more tight - reduce flex.
