Meanwhile their KPA rep had a heart attack anticipating the oncoming stroke / head exploding when OSHA hears about this

That is SOP, they not only have a ramp purpose built for it, but you can see him taking some (very few!) precautions to make it as safe as possible.

When I had top soil delivered that is how they got the little backhoe out of the back of the dump truck.

I'm not sure why he bother to climb into/on top of the rail car.

If this is SOP, how do you get the excavator out of the rail car once it's unloaded all of the dirt? Can it lift itself out? Or do they just make sure they never fall in and just empty the rest of the railcar from the platform that's level to the top of the railcar?

Looks to me that the track are just was wide as the car.

Though the right fix is the right car ie: a coal car.
