when i fill the tank up in my car halfway there is always a strong gas smell and when i fill it up all the way there is a very very slow drip coming from the tank. i cant seen any holes but it looks to me like it is definatly leaking somewhere.

any suggestions/ideas?

i would like to fix it without replacing the tank, but if i have to, then i just have to.

There's a vent line that connects the two "sides" of the tank together. This line can dry rot or break and cause the problems you are describing. The only way to know for sure is get under and have look. Possible other causes are the filler neck hose or the lines coming from the fuel pump assembly.

If you crawl under the car and look right above where the driveshaft connects to the diff, you will (or should) see a tube connecting from one side of the tank to the other. This is the vent line I am talking about. If it's the filler neck hose, check that the clamps are tight or you can buy new hose if need be.
