just drove to FL and back. pretty much all highway. best tank was 23 mpg, worst was 19.5. averaged 21.1. stock is supposedly 27 mpg. replaced plugs, fuel filter, and changed oil before i left. have chip, which i guess should have increased mpg. granted i was running 93, but shouldn't my mileage be better?

if your car is a 93, like your sig says, the only advice is that, usually cars that are 10 years old dont get the mileage theyre rated when theyre brand new... thats about all i could tell you...

you could however...

check and or advance your timing
check your gap on your plugs make sure its not to small or to big
check air filter
check random vaccume lines ( on my mustang) i was getting horrible gas mileage and i have 2 of my vaccume lines on my vaccume tree un plugged, soon as i plugged them up, it was fine)
and is your check engine light on?

Mines got over 334,000 kms, at best I get 25MPG on the highway and about 18 city. Two things you should check are the fuel pressure regulator and the injectors if the previous ideas dont solve it. With mine I had one injector sticking open and the mileage never got above 20MPG.
