im thinkin about putting two small screws in the rear bumper to hold it in place, it keeps saggin down cause i dont think it was put on right last time. well, anyone have any better ideas before i do this? i dont want to use tape cause im afraid it wont hold again and i dont have any paint and fiberglass.

tape the behind and then put 2-3 or even 4 screw each side at the wheel well to hold it.

Have you looked behind gfx where it is sagging to see what type of hardware was used and the way it was mounted. It may just be when they installed the gfx they spaced the hardware to far apart but if not try to get simular hardware. If you make your repairs form the back side repairs will be hiden from sight.
