I need to do some touchup on the car and well one fender could use a new coat entirely (lots of stone chips). Is it necessary to wetsand the paint before applying the clear coat?

If the chips are really bad and very noticeable, a coat of paint alone won't fill them. Ideally you should use some 400-800 grit to take down the area around the chips, or sand it all down and prime over the chips, then paint. It all depends on how much time and $ you have at your disposal

I would use some 320 and featheredge them to were you can't feel the chips no more. And use P320, you use wet.
