Well I got the swap done...

Best so far was a 15.3 @ 88mph

Mods done:
PI heads
PI Intake
Custom Exhaust
Jmod
373s w/ trac loc

That is pretty much the extent of it..

I have a gt intake tube and airbox along with a LMAF 90mm to put on..

Is a dyno tune needed? if so what should i tell the guy to do?

Did you run a 15.3 after the PI swap?

You will need a dyno tune or at least a chip if your gonna add an LMAF. It would be a good idea to get one anyway with a head swapped car.

You need a tune, with those mods you should be going faster. I'm going 15.2-15.3s without the wide tires you've got and without the compression boost or PI cams. I suspect you'll drop a bit with proper EEC tuning.

Not to mention the 3.73/J-Mod combo (optimize shift points/revise speed limiter)...

def dyno tune, you may not need a dyno tune, you would probably work out fine with an off the shelf SCT tune
