Rear wheel well inner splash guards

Just had new rear shocks installed. I looked in the wheel wells to check the work, and noticed that the inner splash guards were not the same on both sides. Specifically, the driver side rear well was completely covered, but the passenger side looked like it was missing a large piece, and there were exposed lines in there. I never noticed this difference between the two before...is this the correct configuration? Can someone look at their '97 Cougar and let me know? Thanks.

Agreed on pics. Passenger side sounds normal with the filler tube being visible. I don't know about the driver side being completely covered, both sides primarily just fill the end of the chassis wheel well to the bottom of the bumper cover.
