I don't know if its the correct way but I fit in the tightest shim I can that will just allow the pack to rotate into place. From my understanding the initial setup is the tightest it will ever be as the frictions wear over time. The older the pack gets the more the S spring has to work to keep the pressure on the frictions tight.

I did some measurements. Not sure of the units here.

The clutch pack that came out of the car had a .050 shim.
The clutches are .093.

The new parts come with .030, .035 and .040 shims.
The clutches are 100.

So the new clutch pack will be, without the shims, .021 thicker.

I was going to use the shim that cam out of the unit but now I am not too sure.

What are your thoughts?

Keep trying different thicknesses until you can barely get it back together IMHO. The clutches start at that size but they don't stay that way, they are always wearing every time you go around a corner.
