in traffic I have ro turn on a/c to run fan to keep engine temp down, if I'm moving steadily say highway all is ok. Fan controller bad? Where is it located? any pics?

Maybe the fan temp sensor!

sensor problem seems right, however I cannot find that part on Rock auto, maybe it's called something else?

The PCM controls the fan based on input from the coolant temp sensor, Ford P/N F2AF-12A648-AA. I would guess that is your problem. Since the fan works, it would rule out the actual fan and relays in the CCRM. On RockAuto you can find it under Cooling System-->Coolant Temperature Sensor. Another thing to consider is that your gauge isn't reading right.

Coolant temp sensor. It's on the intake, probly near the Tstat housing. Also check the wire harness and the wires to make sure they arent damaged in any way!
