weird reving between 40-45 mph

I will just be driving at a speed of between 40 and 45 mph and it will be at about 1200 rpm's and it will go upto 1700 when i'm at just enough gas to keep it at the current speed. and then if I let off or push it slightly more it will go back down to 1200. I'm wondering if there's an air leak somewhere? I made an intake and cut a hole in a rubber part of it and shoved the vacuum hose in there, but it was a really small hole because I wanted to make sure it would not leak. I mean REALLY small hole, it took 2 people to shove it in there. and also sometimes when I start it up it will have a rough idle and idle at low rpm's. It kinda fluxuates a bit from normal rpm's to lower ones. and then when I put it in gear it's fine. so I'm thinking an air leak somewhere. Can anyone help me out here? Those things only happen in those two situations. none else. Thanks a bunch.

is it overdrive kicking in or out? Mine does the same thing... usually when going slightly faster than 60 KMH (thats KMH!!!!) and then slightly slowing down only to have to slightly speed back upto 60... 60 is where mu OD kicks in and when I hit the gas everso slightly when its on after just slowing the OD kicks out or out and back in but when it does something in the tranny slips a little... the engine revs up a little... a little jerk mabie and back in the swing of things. If I put the car in D rather than OD then it never ever happens... so to avoid the dumb rev slip thing I keep my car in D untill I hit a decent spot of highway... pass the lights and I know I'll be going 70 KMH for awhile.

Is there anything to worry about? It can't be a good thing that it does that. But I'll try putting it on the d in city driving. If that works then hey, yay for me. I'm just worried it's a bad thing.
